اثر البعثات الدراسية في تطوير الواقع العلمي في العراق
قامت وزارة التعليم العالي بمبادرة جدا جريئة عندما قررت بأرسال 1000 طالب عام 2005. حيث اعتبرت خطوة صحيحة نحو الامام, وايضا اعتبرت كتجربة هل سوف تؤدي الى تطوير الواقع العلمي في العراق وهل هؤلاء المبتعثين لديهم الرغبة في الرجوع الى العراق. لقد نجحت التجربة حيث تم رجوع اغلب المبتعثين والذين اكملهم دراستهم. هذا قد شجع وزارة التعليم العالي على ارسال مجموعة ثانية وبعدد اكبر, وخيرا فعلت.
ان الدراسة في الدول المتقدمة لها اهميتها في تطوير البحث العلمي في العراق. السبب في ذلك ان تلك الدول تملك المعلومة ونحن نفتقدها بكل تأكيد, اضف الى ذلك الاطلاع على تجارب الدول المتقدمة في تطوير واقعها العلمي. ناهيك على تعلم لغة اجنية وخاصة اللغة الانكليزية والتي اصبحت اللغة العالمية الاولى. وبالتالي فعلى كل استاذ جامعي علية ان يكون ملما بها.
اننا لا نبخس اهمية برامج الدراسات العليا المفتوحة بالعراق, ولكن نجد ان الباحث العراقي يحتاج الى المعلومة التي تؤهله لإكمال بحث علمي رصين. فعلى سبيل المثال ان طالب الدكتوراه في مجال القانون يبقى محبوسا بمراجع اغلبها عربية وحتى ان استعان بمراجع اجنبية فهي قديمة ليست بقيمة المراجع التي هي موجودة في دول المصدر.
ان رجوع كوكبة من الطلبة المبتعثين ساعد وسوف يساعد في تطوير واقع البحث العلمي في العراقي, ولكن يحتاج الطالب المتخرج الى ان يبقى على اتصال مع الجامعة التي تخرج منها حتى لا تكون حالة انقطاع بينه وبين تلك الجامعة مما يؤدي الى انعكاس اثار سلبية على مستواه العلمي.
من خلال هذا المقال البسيط, نوصي ونؤكد على اهمية البعثات الدراسية لطابة الدراسات العليا ليس فقط في مجال الدراسات العلمية وانما في مجال الدراسات الانسانية والاجتماعية, وخاصة في مجال القانون نتيجة للتطور الهائل لمجالات القانون كافة سواء كانت في مجال القانون العام او مجال القانون الخاص.

The impact of scholarships in the development of scientific reality in Iraq
The initiative of Iraqi Ministry of Higher Education was being considered a very great step, when it decided to send 1,000 postgraduate students in 2005 to study in the developed countries, like the UK and the US. It was also described as a right step forward. It is considered as an experiment to test the students who sent to these countries as well as it would lead to develop the scientific reality in Iraq and whether those students have the desire to return to Iraq. The experiment has succeeded where most of them backed home, and especially those who completed their studies. This has encouraged the Ministry of Higher Education in Iraq to send a second group and the largest number, and the good it did
The study in the developed countries has its importance in the development of scientific research in Iraq . There are many reasons for using the program of scholarships. One of them is that these countries have the information and we certainly miss it. In Addition, it will lead to know regarding the experiences of developed countries in the development and scientific reality. Also, it could say that learning foreign language, especially the English language which has become the first universal language, would stimulate the researchers to obtain information easily. Consequently For each professor has to be familiar with them
We do not underestimated the importance of the current graduate programs in Iraq , but we find that the Iraqi researcher needs to obtain more information that qualify him to complete his scientific research . For example, the doctoral student in the field of law remains confined references , mostly Arabic references and even use foreign references are not worth an old references which are present in the source countries.
Return constellation of scholarship students helped and will help in the development of the reality of scientific research in Iraq , but graduate student needs to stay in touch with the university from which he graduated so that not be the case of an interruption between him and that the university leading to a reversal negative impact on the level of science
Through this a simple article, we recommend and emphasize on the importance of scholarships for all students especially the students who wish to pursue their postgraduate studies, not only in the field of scientific studies but also in the field of humanities and social development, especially in the field of law as a result of the tremendous development of the fields of law, all , whether in the field of public law, or the field of private law
